California has passed Senate Bill No. 1046, which prohibits the use of single-use plastic pre-checkout bags that are not recyclable and can contaminate compost facilities. Starting January 1, 2025, stores, as defined in Section 42280, will not be allowed to provide pre-checkout bags to customers unless it is a recycled paper bag or a compostable bag that:

    • Meets the standards described in Section 42357.5.
    • Can be labeled “compostable” or “home compostable” according to Section 42357.
    • Has a minimum mouth width of 15 inches.
